This is a proposal to establish a new specialized governmental advisory institution called the “National Council of Experts and Advisors”. The proposed composition of the council consists of 400-500 personalities representing in principle twenty professional sectors. In the formation of the Council of Experts and Consultants, each professional sector is represented by twenty or twenty-five representatives who are characterized by intelligence, honesty and strength.
Representatives are chosen to be the national arm of experts and advisors to the Presidency of the Republic and the executive body as an additional means of hiring private expertise and consultancy offices, whether local or foreign.
The steps for selecting experts and consultants are done by opening the door for public applications, then examining the applications, then sorting and selecting those qualified for the final examination. Final appointment is carried out according to the results of impartial and scientific tests aimed at assessment of abilities, creation of initiatives and personality tests.

6. Educational and Rehabilitation Professions
7. Commercial and marketing professions
8. Industrial and mining professions

11. Economic and investment professions
12. Banking and monetary professions
13. Legal and judicial professions
14. Cultural and historical occupations
15. Craft and service professions
16. Tourism and leisure professions
17. Research and academic professions
18. Family and popular occupations
19. Sports and humanitarian professions
20. Media and awareness professions
The National Council of Experts and Advisors may be assigned, in addition to providing advisory services to the Presidency of the Republic and the executive body, to be entrusted with following up the outputs of the work of the Senate, the Representatives, the Council of Ministers and the Judicial Council to express expert opinions to the Presidency of the Republic on the performance of the executive, legislative and judicial bodies
